Health Care Incentive Program (HCIP)

The Seneca Nation Health Department (SNHD) is recognized as a non-profit public health organization and maintains a federal contract with the Indian Health services (IHS) under public health law 93-368 Title 1. The SNHD was established in 1976 as a tribal program and has continuously provided ambulatory health care at two facilities located in the Allegany and Cattaraugus Territories. These facilities offer programs developed under the public health model.

These two facilities are known as the Lionel R. John Health Center (LRJHC) and the Cattaraugus Indian Reservation Health Center (CIRHC).

Health services are offered to those persons within the Contract Health Services Delivery Area (CHSDA) who are defined as eligible under federal and tribal guidelines. These services areas include the counties of Allegany, Cattaraugus, Chautauqua, Erie (excluding the Tonawanda and Tuscarora Territories) and Niagara in New York and Warren County in Pennsylvania.

Currently our health centers consist of three major components: Community Health Services, The Lionel R. John Health Center and the Cattaraugus Indian Reservation Health Center.

The Community Health services Department is comprised of our Behavioral Health Services Unit, our Health, Outreach, Prevention and Education Unit and our Child and Family Services Unit. These CHS units have programs that run on both territories. On the Cattaraugus Territory these programs operate out of the Cattaraugus Community Health and Wellness Center (CHWC) and on the Allegany Territory the offices are located at the Lionel R. John He lath Center.

Our Diabetes programs which operate out of both the CHWC and the LRJHC are funded by the Indian Health Service and focus on both current diabetic patients and pre-diabetics. These programs are under the supervision of the Tribal Health Director and are overseen by the Diabetes Manager who covers both sites.

The Cattaraugus Indian Reservation Health Center and the Lionel R. John Health Center maintain the following programs: Medical, Dental, Optical, Pharmacy, XRay, and Environmental Health Offices.

Our programs provide a full range of primary and preventive care for acute and chronic illness and injuries. In addition, we have service agreements with several local hospitals, professional groups and agencies for inpatient treatment and specialty care to round out our health programs.
